Preheat your oven to 400°F (200°C) and line a baking sheet with aluminum foil. Place a wire rack on top.
Pat the chicken wings dry thoroughly with paper towels.
Drizzle the olive oil over the wings and add the minced garlic, garlic powder, onion powder, smoked paprika, black pepper, and salt. Toss to coat evenly.
Arrange the wings in a single layer on the wire rack and bake for 40-45 minutes, flipping halfway through.
Five minutes before baking time is up, sprinkle the grated Parmesan cheese over each wing and return to the oven for 5 minutes.
Remove the wings from the oven, let them rest for 2 minutes, and garnish with fresh parsley and red pepper flakes if desired.
